Item with fixed order number

Hi,
is it possible to give an item a fixed order number? I have many category views and in some of them I want to have a specific item to be always the second in the list.
At the moment, when I assigning a new item to a category list I always have to manually order.

an idea ...
create a custom field ordering set by default 3 (for all existing item)
edit your item set 2
ordering your categorie by custom field ..

Hmm. The idea is good, but how does FC know that item with field ordering=2 is on second position? I have to put something in the field for all the other items too.
Perhaps the real life situation: www.muenstermann.com/en/industry-segment...interesting-projects
"Area of competence" is not a menu but an article that loads a menu. When I assign a new news article "New news" to the category, I have to manually order the articles so that item "Area of competence" is number two again. Well, this would not be so complicated but item "New news" might be assigned to up to 6 other categories that all show a category blog. So I have to always order all this categories manually. How does a custom field ordering solve this problem?

ordering by custom field is a comparaison system
you can select by numeric
categorie compare all number of field
if your item is 2 => he was place on second position right
for all other default option is 3 => all other item will come after right
now use second ordering to ordering other item

But then I will never have a item with 1! So I still have to order manually and an item that is 1 won't be necessarily be 1 in another category blog!
