Best rated items in lists and in module are different...

Hi!
I have created menu item for Best Rated items, and module sorted with best rated items.
Items with Average rating = 100% displays in different order.
All items under 100% displays ok.
How to fix it?

Also I found, that in module all Items with average rating = 100% displays in alphabetical order.
But in list from menu item - the order is not clear...

I also sure, that when item have same average rating they should order in 2 levels. That is, all levels should be 3.

1 Level. Best rated items order by average rating.
2 Level. Items with same average rating should order by votes count.
3 Level. Items with same average rating and votes count should have alphabetical order.

using "weights"

thus e.g. an item with 95% rating, voted by 20 people,
will appear in appear in front of an item with 100% rating, voted by 2
