also note we have already done a lot of effort so that J1.5 version is compatible with J2.5/J3.x version
Joomla itself has not done this, J1.5 is not directly upgradeable to J2.5

The System - Language Filter plugin is enabled, which prevents JoomSEF from working correctly. Please use Plug-in Manager to disable the Language Filter plugin. Then you can use JoomSEF's own language management (JoomSEF's Configuration - Language tab)
But besides checking DB, i also asked you to enable "Debug initial permissions" and revisit FLEXIcontent Dashboard
you will have to
1. update any custom templates that you have (if you want to use some of the new parameters available)
2. if you have doubts about customizations that you have made (or were done for you), it is better to create a copy site to test and or backup site
