Here the full list of steps to follow
e.g. in our backend "Templates" screen
1. create a copy of 'blog' template and name it 'blog-tags'
2. edit the 'category' layout of 'blog-tags' layout and add
either drag and drop the image field in a "fields postion"
or since you are using are using a copy of 'blog' template select image in the parameters TAB
3. Go to the tags menu item (category-based tags menu item) and select to use 'blog-tags' template
