yes it is implemented in item form,
currenly it is not implemented for frontend filtering

it is possible to implement for filtering form, (the most easy way would be with form reload)
Here is a new enhancement issue with 3.0.x milestone, (but milestone may change to v3.1 or v3.x)

you meant FACETED filtering
- display filter values according to items available based on currently active filters

your idea for insert value in select or radio is good but we need to keep text mode for big select ... ex country select
