Category grey and not editable

I need to edit the category that controls the content on kustalkitap.org. Right now the blog post box is in the right position 2, but it should always be in position 1. I know what to do to allow me to control the order of the content but I cant because the category is grey and not editable.

I understand that is because somebody likely did not properly leave the category at some stage and thus others are locked out. I'm a super administrator of our site though, so I should be able to log others out of it. I just don't know how. Can you offer any suggestions?

try to use unlock option in tools/unlock in joomla backend

hummm...in our joomla 1.5 backend under tools i have the following:
read messages
write messages
mass mail
global check in
clean cache
purge expired cache

not sure where that unlock function is.
