The setting you provided are about PHP limitations, if a PHP timeout occurs, you will see a blank page or some other message.

It is not the size of installation files, it is the SQL queries and it is limitation in the MySQL server configuration, this is error can be encountered by many other Joomla extensions too.

Please check the max_allowed_packet of your Mysql Server

Set it to 4M or 8M or 32M , and installation should work (contact your WebSite provide for this)

e.g. inside mysql.ini set:
max_allowed_packet=32M

and installation will should complete.

ALSO please install r1420

.
Try installing from a ZIP file instead.
Download this file (simply repackaged as a ZIP):
www.flexicontent.org/tmp/com_flexiconten...420_nightlybuild.zip

Many servers have a problem with large TAR.GZ files.
The extraction is a two-step process which takes longer.

Sobi2, Kunena and a few other large extensions have had the same issue.
I remember when Sobi2 tried TAR.GZ for awhile and went back to ZIPs after a spike in installation issues.

You can also upload the ZIP to the /tmp/ directory and install the ZIP from there.
This saves the upload time.
This often works.

You can also extract the package locally and upload the files to the /tmp/ directory and install from there.
That saves the upload time and the extraction time.
This method generally always works.
