New Item with "Draft" being saved as "Unpublished"

New items, created in the Administrator console, save as Unpublished status instead of Draft:Unpublished.

Here's what I did

Log in as Author (permission to log in to flexi content admin & joomla admin)
Create New Item in FlexiContent (Status appears as "Draft")
Save the Item
Status now appears as Unpublished & we're unable to request review.

Is this a bug or have I configured something incorrectly?

You mean the creating user has no publication permission, and item is not created in "Pending Approval" state?

ps. i am finishing full notifications for
- new items in pending state
- existing published items that have been revised (=with a new unapproved version)

Yes, I've configured "Author" without publication permission. By default, when "Author" creates a new item the Status appears on the task=item.add as "Draft::Unpublished". It's disabled, since Author doesn't have permission to change it. When "Author" saves the article, it changes to "Unpublished".

I'm excited about the notifications piece!

There is a backend setting to define default state of items e.g. 'draft',

but you are right for people that cannot publish it should be forced as 'pending approval', changing this one too
