Initial state changes to "Unpublished :: Pending Approval"

Initial state changes to "Unpublished :: Pending Approval" was created by mpearl

I'm not sure if it has something to do with my configuration or not, but when an "Author" creates an article (in the administrator), it shows the state as "Draft::Unpublished" as it should be. However, once the author clicks "Save" the state changes to "Pending Approval::Unpublished". The global config (FC >> Configuration >> Options >> Items Manager Configuration) is set to "new item state" = "Draft::Unpublished"(Is this a bug, or is there something I should check in the configuration?

I'm using Joomla 2.5.7 and FC 2.0.0 RC8 r1496.

This happens when I set the user's permissions to:

Edit State = Denied
Edit Own State = Denied

Yes i am now aware of it , i am fix this soon
