i don't want the user to be able to choose the language when submiting an item
i can't found where to disable this

Hello,
in author management, you can edit each user to set the allowed languages for him,
thus you could set a single language for your user,
unfortunately you can not set this (and other limitations) per user group thus, this does not allow easy configuration if you have many users
