No, the language string "Download" does not come from another component. It works like that:
If you create a field with the label "Download" you can just use "Download" in the in-built override function of Joomla under the language manager. The label automatically becomes a language string DOWNLOADS and can be translated. So far, so easy, so good. There are two disadvantages:
1. All field labels with label "Download" will be translated. Even if only one label is supposed to.
2. Labels with a blank cannot be translated because a language string must not contain strings.

but why would do this ? you can very easily avoid the above problem.

I mean if using the label as something to be language translated
then you should enter a label: "Download"
instead you should enter: "FC_Download"

Thus prefix all you language strings with something relevant and unique

For the above to work , please enter 2 language overrides one for backend and one for frontend

You are right. And then create an override for every language!
