Hello,
the button appear to people that can have publish privilege (edit.state or edit.state.own)

to remove it do not change edit.state.own , because then the user will be unable to publish their content (unless you want to do , that is prevent them from publishing their own content)

there is no option to hide this, this appears to logged users to allow them to do the edit state actions allowed to them,

to hide it you can use css , the icon is inside a CSS class:

think to vote for flexicontent on jed
