finally remember that your question is not a FLEXIcontent specific question , it is how Joomla ACL works

also clear cache just to be sure (it should not be necessary but do anyway )

are you sure isn't a flexicontent question?

in the com_content / com_categories you can't configure this level of acl per group... [or I am wrong?]
