Disable voting in category view?

Hello!
I have 2 problems.
1. When I use construction for items in category view:

<a href="test"> - does not works. It breakes by voting field.

2. How to disable voting option - and only displays stars in category views?
It breaks <a> and we no need voting option in category view.

maybe we need to have 2 custom html output for expert and dev :
- item
- category
it can be usefull

I believe we need option to disable voting in category view. So, stars should be just images.

- we also need to disable composite voting (voting based on characteristics Speed, Quality, etc) and only show the star average

Add 2 option for both of the above
by default

1. disable voting in category views
2. show only total average in category views (do not show voting characteristics)

finished but will commit in the evening in both 3.3.x and 3.2.1.16

it is ready, it is already on Github,

but first want to fix the change state drop selector in 3.3.x
that was added to all backend managers recently ! (same like change status of items manager)

this is fixed locally,
but need to test it more

So, need to wait some more time?
