Can't get box colours to change

On this page, I cannot get any Featured Items or Standard Items to accept the colours I choose for the box title or background. I'd like just a simple title background, like light blue or something, but when I change the colour from the colour picker, for example, rgba(90, 177, 224, 1), the title header background colour does not change.  What am I doing wrong?

I thought it might be caching, so I went to my DNS host and turned off (what I thought was) system caching. When that didn't work, I went into the browser settings and turned off (what I thought was) caching. Neither seemed to work. What does work is if I make a change, about 2 hours later the change I made finally takes effect. How do I rectify this in either Edge or Chrome? Then I might be able to see the changes I make within seconds of making the change.
