ACL on one category

Hello

ahh, i forgot/missed the "New Item" and "New category" Quick buttons in the dashboard

latest version has patched:
a. frontend / backend item form
b. add new content button in category view / auto relation item
c. add new item in items manager
d. and new category in items manager, and category edit form

but i forgot this one, will fix it

-- i think we should change all global privileges to check if they can be applied to at least on category
(and i have done so, will be in next beta)
