Hello

There are 2 "No use ACL" setting in the submit menu item
- for create in types (submit an item of type N)
- for create in categories

By default unlogged users have "create" to all types (unless you have configured) otherwise
So if you use "No, use ACL" for submit and you have not configure ACL in types manager then it will have no effect to stop guest

So you are left the the ACL of categories (which is default Joomla behaviour)
- which you have either enabled the override, or you have granted create to "public" group for some categories in category manager
