this is not a bug ...

this needs flexicontent.css in order to be hidden

you are using FLEXIcontent Universal content module but you have disabled loading of flexicontent CSS files, right?

in this case you need to do some thing, manually:
add a CSS rule in your template to hide the container:

I think this should be solved differently and not by just hiding it with css. Several screen readers and searchengine bots do not interpret css and having "Applying Filtering" at the beginning of every page does not look very professional
Also it'll lower the relevance of the page to it's content slightly as text at the beginning of the page used to be a ranking factor of google and I'm sure it still is. OK, the effect will not be big, but still I think this output is not neccessary and should be suppressed from output in general.
