[Fixed r1761a] FC for 3.1: Admin item editing layout broken was created by Rooney

Hi, if I try to edit an article I get the following (please see image attached).

Joomla! 3.9.24 and FC 3.3.9

please , update to r1761a that fixes this bug
(there is a downloadable package)
