Another user, without admin permissions (don´t know what is the proper permission), see this item like disabled. He can´t know that someone is editing it right now. The admin for example see a lock
the admin sees the lock because he has permission to unlock the item
the other users/editors
1. do not have permission to unlock the item, so they do not see the lock
2. they also are not allowed to see WHO is editing the item

that will happening e.g. after 24 hours or 12 hours

you are right when a user does not have CHECKIN privilege (because he can edit an article), then he has no message of why the item editting is disabled

(d) CSS fix for forcing check-in check-box to stay hidden when records are checked out by different user
