Notifications not sent when editing pending approval

I have configured this for category A


Updated content: aproval version needed (author can´t publish, version control enabled)
- Send to Group B


Now, when some fellow edits this while on "Pending approval" state, there are no notifications. But this fellow can´t publish. Why is not being sent?

notifications are sent to configured targets for configured states ONLY once per user session
- until user logouts and relogin
- or until assigned category assignments are changed

or on every save if DEBU notification messages is ON

A look in the code makes me think that the "problem" is here

When on "pending approval", when saving a new version, the new version will be the current version

yes when an item is in pending approval state the each new version becomes immediately current

because item is expecting to be published, the reviewer must see and publish the latest version

so that is our intended behaviour
