Not able to select tags for items

I increased max_input_vars from 1000 to 2000 but still not working for me

I received 403 errors for your core.php and jquerry.min.js files
I made an exception for each in my Anti-Virus software now not getting any errors.

the forever loading means an error in server response
maybe it should be made that this error is displayed when site debug is ON

now it can be viewed only by examining the network tab in the browser and looking at the request that retrieves the tags
