FC 3.3.8 - Request Publication Approval button missing

Even though the Basic Workflow is set to send notifications manually, the Request Publication Approval button isn't showing in the backend anymore.

Is there perhaps a new parameter that I should check?

for button to appear you need
in the current page to
- have at least 1 item in draft state
- and the item state is not changeable by current logged user

can you check the above ?
that is there is at least 1 draft item in currently view page in items manager, and that current user cannot change the state of the item
