Preventing Editing of the Title by certain users

I am trying to think of ways to allow users to change web pages in FlexiAccess without changing the URL and the Title. I don't want users to change the titles of the articles, as that might change the URL too if I am using friendly urls, and I don't want that for obvious reasons.

So my suggestion is that flexiaccess or flexicontent incorporate a way of allowing users to create articles, but once created, they cannot then change the title, but they can edit the rest of the page content and tags etc.
