Default tagging of any new item created was created by boniaditya

It would be easy to have items with default tags attached to them as soon as they are created or when they belong to a particular category they have some tags attached to them by default. This would free us from the tiring task of tagging each article individually with multiple tags!

About tagging
- we will support J3.1+,
- we have some ideas to make taggin easier

but these for a future version, during summer
