SOLVED - New Tags Adding in the front end

Hi - I am unable to add new tags in the front end. I am attaching screenshot of the permission in Configuration Setting in the first image


But when I try to enter a new tag in the front end then I get the message that it failed. Screenshot below. Can you help please

i cannot replicate this send me a PM with super admin access to the website to review this

- also give a simple frontend editor account login, that show the issue
