1. i have fixed this issue in r1435,

2. furthermore,
the publication details (publish up/down etc)
- in J1.5 will require "edit" privilege, while
- in J2.5 will require the "edit.state" privilege

about J.2, i am not sure to keep publication details using the edit privilege or use J2.5 approach of requiring the "edit.state" privilege

or maybe is better to add an new parameter for Frontend form, to allow people that cannot publish (edit.state) to change it, or possibly add a multi-checkbox parameter to allow selecting "ALLOWED" publication parameters individually
