about your comment isn't a problem because there will only be a registered user (webmaster) he only. He will be able to add content, but we want to limit who can change language and categories

Hello

currently you can do only this:

1. do not give publish privilege to the editors, thus the changes to the article will have to be approved

2. via the notifications feature enable email for changed items, thus you will be notified inside the email if categories have changed

3. review and approve (save) the item, to make changes publicly visible
