Hello

this topic has been discussed before (limiting a category to specific content type)

this is a solution (setting submit menu item for categories) is somewhat easy to implement and was also needed for 1 of our projects,

so this feature was not a result of your request, but rather speed up things by little time

NOTE: forcing menu item on the server is not yet there, so an advanced user could use direct URL in browser,

so this feature should work, but it is not 100% complete
