This same as standard Joomla ! you can read about J2.5 permissions system ...

1. For you user group in global FLEXIcontent configuration (if not already done):
Set to allow the permission: Items/Categories (inherited): create

2. For the ROOT category of all category subTrees you wish to deny:
Set to deny the permission: Create

I have made a nightly build of r1367 because r1365 had a couple of important bugs in item model

NOTE, there has been ITEM Model and ITEM edit form changes so be sure to test Item Edit Form.

For J1.5:
flexicontent.googlecode.com/file ... ild.tar.gz
For J2.5:
flexicontent.googlecode.com/file ... ybuild.zip

Consider this version test only, although it has various bug fixes and improvements, something may have been broken

I have followed those directions but once ROOT category's permissions are set to deny, all subcategories are locked.

Yes,
this the way Joomla 's permission heritage is implemented. An -explicit- Deny on a parent category -cannot- be changed in descendant (child, grandchildren, etc) category.

You should set the top level to "Allow" or to "Inherit"

NOTE: That an -implicit- Deny via setting top-level category to "Inherit" can probably achieve what you need.

e.g. Assign "Registered" as user's group and leave top level to "Inherit". This way all categories will be not allowed, thus you can allow individual categories.

I have a annoying issue. The categories list still flat when I use displayed categories.

I use r1420 and 2.5.

Where is it flat, you mean in frontend edit form?

Does the user have the privilege to view categories as tree?

Maybe this privilege should be enabled by default
