I can go to flexiaccess and set permissions. Permissions to see categories and menus for each user.

Did you do this?

Then you can go to the category and change its permission to exclude all students but the one should see it ...

Yes, in flexiaccess I set the permissions of a category.
I can allow only a student sees a particular note.
